Jim O’Gara
Jim
O'Gara is Vice President of The Services Group of Arlington,
Virginia, USA and is a specialist in free zones, industrial estates, and
inward investment promotion strategies who has worked in 25 countries
worldwide. He is the
Manager in charge of the Free Zones and Industrial Parks Practice Area.
Formerly,
he was lead advisor to the Subic Bay Freeport, and a senior executive
with Shannon Development in Ireland where he developed area development
/ promotion strategies. He also held positions with The Rohan Group and
Ove Arup and Partners. He holds a BS in Engineering from University
College, Gallway, and an MBA from University of Limerick.
Mr
O'Gara is currently directing teams managing projects such as the
implementation of the Aqaba Special Economic Zone in Jordan, the Howard
Airbase conversion in Panama, and the Calabar Free Zone in Nigeria.

John Wims
David
Lovegrove is Secretary to the Board of Forfas which is the Irish
Agency for Development of Enterprise Policy and Strategy Development and
he is also Secretary to the National Competitiveness Council which
reports directly to the Irish Prime Minister.
He
has worked for 24 years in different capacities with IDA Ireland on all
aspects of FDI promotion, International Marketing/Promotional Programmes,
Production of marketing materials for Investment Promotion and Small
Business Development. He has been involved at a strategic level with the
development and restructuring of the Industrial Development Agency and
has worked closely with the Export Processing at Shannon from time to
time.
He
has wide experience of working on World Bank, EU, USAID and Government
Financed Projects worldwide. Overseas experience include, Thailand,
Mozambique, Jordan, Philippines, Indonesia, Uganda, Bahrain. He
has been recently invited to Jordan to make a presentation to His
Majesty the King on the approach that Jordan should adopt in promoting
Foreign Direct Investment. He speaks fluent French and Swahili.
John Wims is a qualified accountant with a legal
background who has worked
in Investment Promotion and Industrial Development since 1979 and has
also acquired vast experience of working with emerging economies. As an
expert on the promotion of international investment and small business
development, his work has focused largely on policies and operation,
the introduction of new initiatives in the intervention and support
mechanisms to attract a
mobile international investment as well as development strategies for SMEs.
He
worked for 6 years in Germany promoting Ireland as a location for inward
investment and was successful in attracting a number of German Companies
to locate in Ireland. Since 1992, he has been involved with all aspects
of indigenous industrial development. He has also developed successful
strategies for the engineering, clothing, textiles and footwear
industries. His overseas experience includes working in
Zimbabwe, Moldova, Estonia, Malawi and Bahrain. He is a part-time
lecturer at the Dublin Institute of Technology and speaks fluent German.
